EBRA granted observer status at Multilateral Consultations

Under its Convention ETS 123 (on the Protection of Vertebrate Animals Used for Experimental and Other Scientific Purposes), the Council of Europe holds regular meetings of the official representatives of those countries which have ratified the convention (ie implemented its provisions in their national legislation). The multilateral consultations, as they are called, are held to monitor the implementation of the Convention, to develop co-ordinated programmes and to adapt the convention to changing circumstances or new scientific evidence.

A limited number of non-governmental organisations from the relevant fields have been granted observer status. In December 1995 the Working Party to the Multilateral Consultations met and approved EBRA's request to be given observer status. The full list of observer organisations are listed below.

The importance of the multilateral consultations will soon be enhanced when the European Union completes the process of ratifying the Convention. This will mean that the EU will be legally obliged to implement the provisions of the Convention. Depending on the legal mechanism utilised, it may also mean that the EU and all EU Member States will be obliged to implement any amendments to the Convention which arise from the multilateral consultations.
